About Two-Pass Score Voting

Two-Pass Score Voting is a party-scoring proportional representation voting method.

It lets you support multiple parties with different levels of support, without diluting your vote. Suitable for single-issue politics.

It is sensitive and flexible - small change on ballot can produce big change in outcome. Encourages forking new parties and lets old ones be voted out.

It is proportional and majoritarian at the same time - it links ballots to parties in a way that concentrates power to the strongest parties in each faction.

The 1st pass sums the scores, the 2nd pass assigns votes.

It works like this:

• sum up the scores, sort the parties from strongest to weakest
• for each ballot
  • iterate over the parties, from strongest to weakest, mark the ones with strictly increasing scores
  • by how much the scores increased, is the number of votes the parties get
  • unmarked parties get no votes
• sum up the votes, allocate seats proportionally

I have not found a simple way yet to hand tally paper ballots.
